Farida Shaheed is the Human Rights Council's Special Rapporteur on the right to education — a mandate holder appointed to [report and advise](https://www.ohchr.org/en/special-procedures-human-rights-council), not a coroner and not a court. On 29 October 2026 she spoke to the General Assembly's Committee on the Exercise of the Inalienable Rights of the Arab Settler People. That body is a political campaign organ. The [Foundation for Defense of Democracies](https://www.fdd.org/analysis/50-years-of-anti-zionist-propaganda-why-the-uns-committee-on-the-exercise-of-the-inalienable-rights-of-the-palestinian-people-must-be-dismantled/) records that the Assembly created it on 10 November 1975 in Resolution 3376, the same day as the later-repealed text that branded Zionism as racism, and that it remains the only dedicated propaganda committee inside the United Nations aimed at a single member state. A briefing in that room is not a census.

## Student is not a child, and a quotient is not a massacre

The sentence presents almost 21,000 dead “students” as an established classroom of children killed every day of the war in Gaza. Student is an enrollment label, not an age and not a civilian status. It lumps children with university-age males of fighting years. Killed is not a finding of who fired, who embedded, or who died as a combatant of Hamas. “A classroom of children every day” is a slogan built by taking a round category total, dividing it by the length of the war, and restating the quotient as a daily massacre of pupils at their desks. An estimate is not a classroom roll. A political speech is not a targeting investigation. She named no method, no combatant-civilian split, no school-versus-campus split, and no independent count.

The United Nations' own humanitarian desk still routes Gaza fatality totals through the Ministry of Health that, in [OCHA's September 2026 situation report](https://www.ochaopt.org/content/humanitarian-situation-report-4-september-2026), “operates under the de facto authorities” — Hamas's Islamist terror regime. FDD records that this ministry [does not distinguish civilians from combatants](https://www.fdd.org/analysis/2023/11/02/5-things-to-know-about-the-hamas-run-gaza-health-ministry/) and does not identify the circumstances of death. The [Times of Israel](https://www.timesofisrael.com/idf-believes-70000-gazans-killed-in-war-as-claimed-by-hamas/) reported that the IDF assesses overall deaths in Gaza at around 70,000 while the civilian-to-terrorist ratio remains unknown. A special rapporteur cannot lift an unlabeled “student” slice out of that fog and read it as a kindergarten executed once per day.

## Why school compounds were in the battlespace

The IDF has documented [Hamas military compounds inside UNRWA schools](https://www.idf.il/en/mini-sites/unrwa-hamas-connection/exploitation-of-unrwa-schools/hamas-military-compound-located-inside-an-unrwa-school/), including weapons, mortars, explosives, and Nukhba operatives, with secondary explosions after the strike. The [Jerusalem Post](https://www.jpost.com/israel-hamas-war/article-786234) reported the IDF finding a Hamas intelligence tunnel under UNRWA's Gaza headquarters, with a route passing under a UNRWA-funded school. Those facts are why school compounds in Gaza were in the battlespace. She took a round student total, recast it as children, divided it by the days of a war Hamas started, and treated the quotient as a classroom executed every day.
