Volker Türk issued the line on 26 October 2026 as United Nations High Commissioner for Human Rights. The Office of the High Commissioner for Human Rights is a secretariat press shop. It is not a court, a land registrar, or a census bureau. This wording presents “forcible displacement of over 2,000” as established. A round total from a weekend raid in Hebron is not a judgment and not a household roll.

A commissioner, not a chamber

Türk’s product that day was a Geneva press release about an IDF operation that began on Friday, 23 October, after a shooting at the Judea Junction. UN News recast the same remarks under a headline that warned of “ethnic cleansing.” That is the UN’s own news service amplifying a political talking point. No chamber had tried the raid. No registrar had enumerated who left, for how long, or under what return rule.

The number is a headcount; the crime is in the verb

The figure has no published denominator and no method note. The UN family did not even keep the verb still. UN News, citing the UN aid office OCHA, wrote that aid partners were supporting local authorities in Hebron for “more than 3,000 people evacuated by Israeli forces since Friday.” Evacuated is the operational word. Türk’s sentence upgrades it to “forcible displacement,” the language of an unlawful transfer, and locks the total at “over 2,000.”

The Jerusalem Post reported that IDF troops, the Shin Bet, Border Police, and the Judea Regional Brigade evacuated 2,000 people in the Hebron area over that weekend while searching the neighborhood tied to the attackers. Those are operational estimates from the raid, not a court count of a crime. By 29 October, the Post reported that the IDF had already been recommending that the evacuated residents be allowed to return after searches, saying there was no clear military reason to remain. A commissioner who freezes a Saturday total as “forcible displacement” is not describing a completed deportation. He is converting a search clearance into a verdict.

The IDF’s 27 October notice described a “targeted and limited” operation in the area from which the terrorists had emerged, with residents able to leave through three designated exit points after questioning and security screening. Troops, it said, had located dozens of weapons, including M16 rifles, Carlo submachine guns, and four explosive devices, and had apprehended roughly 40 suspects across Judea and Samaria, including people affiliated with Hamas and Islamic Jihad. That is a raid description. It is not a finding that 2,000 people were unlawfully transferred.

The sentence starts after the murders

The charged sentence begins with “Israel’s aggressive operation since Friday.” Friday is the day Hamas-affiliated terrorists murdered Staff Sergeant Ron Yonatan Roytman, 23, of Ashkelon, and Sergeant Yuval Shai Svilem, 20, of Hod Hasharon, at the Judea Junction, and wounded three other soldiers. Israel National News reported that the two attackers, Hamas-affiliated Hebron residents, arrived with an M4 rifle and a handgun, and that a large quantity of ammunition in their vehicle was intended for a larger attack. IDF Chief of Staff Lt. Gen. Eyal Zamir said the soldiers’ actions prevented still worse harm. During the searches the IDF found a roughly 15-meter shaft near one terrorist’s home and later demolished the attackers’ houses.

Prime Minister Benjamin Netanyahu said at the scene what the operation was for:

“We will evacuate the residents, go from house to house, remove the weapons there, and address and demolish all terrorist infrastructure.”

That is a counter-terror search in Judea. Türk’s sentence erases the murders, the Hamas affiliation, the ammunition, and the weapons haul, then treats movement during the search as the offense. He took a three-day raid tally, hung “forcible displacement” on it, and issued it as if OHCHR had counted a conviction.
